Mayor Seo Young-hak’s First Official Approval Marks the Start of ‘Citizen Sovereignty Administration’

Orders launch of a direct citizen communication phone line and a 48-hour rapid field inspection system, along with the establishment of a Citizen Sovereignty Committee
On the morning of the 1st, immediately after signing the official handover documents, Yeosu Mayor Seo Young-hak issued his first official approval as mayor to launch a “Direct Citizen Communication Phone Line to the Mayor” and establish a “48-Hour Rapid Field Inspection System.”
This first approval is significant in that it reflects Mayor Seo’s commitment to realizing citizen sovereignty administration based on citizen-led governance and active communication, which he has consistently emphasized.
The Direct Citizen Communication Phone Line to the Mayor is a communication channel through which residents can send text messages directly to the mayor regarding everything from everyday inconveniences to local issues and policy suggestions. Submitted messages will be categorized by area, handled in coordination with the relevant departments, and responded to directly to the complainant’s mobile phone through a one-stop process.
The 48-Hour Rapid Field Inspection System is designed to identify civil complaints requiring on-site verification from the initial stage of receipt and respond under the principle of conducting a field inspection within 48 hours. The aim is to move away from the existing paperwork-centered civil complaint process and shift toward field-oriented administration.
In addition, Mayor Seo instructed the establishment of a Citizen Sovereignty Committee under the mayor’s direct authority, along with the operation of citizen participation-based public discussion and deliberation mechanisms. This is intended to build a citizen sovereignty governance system in which residents participate as the principal actors in city administration.
Mayor Seo Young-hak said, “By making the citizen communication phone line and the 48-hour field inspection system my first official approval, I wanted to show that the starting point of Yeosu’s 9th popularly elected administration is its citizens.” He added, “I will not overlook even the smallest voice of the people. Through direct communication and by finding answers in the field, I will build a Yeosu City administration rooted in citizen sovereignty.”
Meanwhile, Prime Minister Kim Min-seok sent a congratulatory video that day to celebrate Mayor Seo Young-hak’s inauguration and to encourage the launch of Yeosu’s 9th popularly elected municipal administration.
Mayor Seo expressed his gratitude for Prime Minister Kim’s congratulations and encouragement, and stated that he would work in close cooperation with the central government to advance Yeosu’s key priorities, including industrial complex transformation, the 2026 Yeosu World Island Expo, marine tourism, transportation network expansion, and the recovery of the local economy.
